A creditor garnished my tax refund. Can I get it back?

No.

This means that either A.  the creditor had a judgment against you and sent a notice of levy to the IRS and the Utah State Tax Commission, B. unpaid student loans put a levy on your refund, C.  ORS garnished you for back child support or alimony, or D.  you owed back taxes.

So, even if we filed bankruptcy today, the refund has already been taken, and there is no way to get it back.
